Arcadian’s Management Team includes the following senior staff.

Robert Fahlman

Chairman & Chief Executive Officer

Robert Fahlman brings over 29 years of extensive health care and health care technology experience. Prior to joining Arcadian Health, Mr. Fahlman served as CEO of Paradigm Management Services - a catastrophic case management company. Mr. Fahlman also served as COO with e-Health and as CEO with OMNI Health Care. His previous experience also includes executive level positions at Healtheon (WebMD), FHP/TakeCare Health Plan (United health care) and Procter & Gamble. Mr. Fahlman has a proven record of growing companies substantially with a critical focus on operational execution and customer service excellence.

Mr. Fahlman holds a BS in Business Administration from Portland State University. He is a member of the Board of Directors of various organizations.

Les Granow

Chief Financial Officer

Mr. Granow has over 25 years in the financial services industry, including 18 years of experience focused on health care companies. Prior to joining Arcadian Health in 2006, Mr. Granow was a Managing Director at Giuliani Capital Advisors LLC, formerly Ernst & Young Corporate Finance. While there, Mr. Granow focused on capital raising, merger and acquisitions, and restructuring assignments for middle market companies in the Western US and for national healthcare and health sciences companies. Mr. Granow was also Chief Financial Officer for approximately three years at a privately held health care organization with revenues of approximately $600 million. Previously, Mr. Granow was a Tax Partner at Ernst & Young and spent 18 years advising health care clients on strategies and transactional structuring for mergers and acquisitions to execute transactions and optimize capital efficiency.

Mr. Granow is a CPA, with a Bachelor of Science in Accounting from the University of Connecticut, Magna Cum Laude and a Master of Business Taxation from the University of Southern California.

Chase Milbrandt

Vice President, Market Development

Chase Milbrandt is responsible for the development of new business opportunities with provider groups, hospitals and health plans, with a focus on the creation of business relationships and strategies that enable clients’ success. Mr. Milbrandt is also involved in the new market selection and development for Arcadian Health. Chase has over 15 years of experience in the health care industry, both in hospital management and managed care sectors. His experience includes hospital strategic planning, health plan contracting and provider network development and management. Prior to joining Arcadian Health in October 1998, Mr. Milbrandt was Director of Business Development for Brim Healthcare, Inc., a national hospital management company.

Mr. Milbrandt received his Bachelor of Arts Degree in Business Administration from Pacific University, Forest Grove, Oregon, and his Masters of Business Administration from the University of Portland.

James Novello

Senior Vice President and General Counsel

James (Jim) Novello, Esq. brings to Arcadian Health extensive practice in the health care industry. Most recently, Mr. Novello held the position of Vice President Deputy General Counsel for Molina Healthcare, where he was responsible for regulatory compliance, litigation, risk management, HIPAA, and government investigations. Prior to that, he served as the Senior Healthcare Counsel at K&R; Group representing clients in regulatory enforcement, handling provider and member litigation and providing legal advice regarding compliance with state and federal regulatory agencies. Before joining K&R; Group, he was the Chief Counsel and Chief of Enforcement for the California Department of Managed Health Care where he led the department’s enforcement team. He has also assumed multiple roles in law enforcement as both a law enforcement officer and former prosecutor where he prosecuted various crimes including health care fraud.

Mr. Novello earned his Bachelor of Science in Economics and Organizational Management from the University of San Francisco and his Juris Doctorate from Gonzaga University School of Law. Mr. Novello is also admitted to the California State Bar.

Garrison Rios

Senior Vice President and Chief Sales & Marketing Officer

With over 21 years of combined managed health care and marketing industry experience, Garrison Rios has played an instrumental role in establishing Arcadian Health as well as managing its growth and success since 2004. Mr. Rios’s primary responsibility has been to take the company from its initial CMS filing in 2004 in one state and one county to a national network of Medicare Advantage Health Plans that now operates in 15 states and provides membership for over 66,000 beneficiaries.

Before coming to Arcadian Health in 2004, Mr. Rios worked as the Director of Sales and Marketing at PacifiCare/Secure Horizons, the National Director for Healthsource Inc.’s (now CIGNA) Senior Division and Director of Sales and Marketing for Government Programs at Kaiser Permanente’s Northeast division. His areas of expertise include: Medicare, Medicaid and launching programs to increase growth while managing acquisition costs within health care plans.

Patrick Ross

Senior Vice President of Operations

Patrick Ross has over 30 years of health care experience. Prior to joining Arcadian Health in July 2009, Mr. Ross served as the Health Plans Operations Officer at Health Net in Woodland Hills, CA. His responsibilities included Contact Centers, Enrollment, Billing, Claims, Training and Audit and Facilities for all Health Net plans nationally. Prior to his national responsibilities at Health Net, he held the position of Operations Officer, CA Health Plan. Mr. Ross has also held similar positions at PacifiCare. He holds a Bachelor of Science in Accounting from Quincy University.

Heidi Sullivan

Senior Vice President, Human Capital

Heidi Sullivan has over 15 years of progressively responsible Human Resources and Organizational Development roles, with several of these years spent in the health care industry. Prior to joining Arcadian Health in 2008, Ms. Sullivan held senior Human Resource positions with Kaiser Permanente, Progressive Insurance and SCORE! Educational Centers. Her experience includes development and implementation of critical employee training and strategic human capital business direction with the design and launch of results driven performance models. In addition, Ms. Sullivan has effectively built and sustained talent acquisition strategies resulting in targeted best practices selection and impactful talent retention.

Ms. Sullivan received her Bachelor of Arts in Organizational Leadership/Human Resources from Chapman University, Summa Cum Laude and is completing her Master of Business Administration from JFK University. Ms. Sullivan is also a certified trainer in all Development Dimension Incorporated © (DDI) Modules, along with True Colors ©, a model of personality identification widely used in the business world.

Curtis Terry

Senior Vice President, Network Management

Curtis Terry oversees Arcadian Health’s Network Management, Provider Relations, Market Development and Medical Economics areas. He has over 30 years of experience in healthcare including his role as Regional President, Health Care Delivery at Aetna for nine years. He also served as Senior Officer for Aetna’s West Region, encompassing 10 western states. His responsibilities included ensuring compliance with all state and federal regulations governing health plans, all aspects of provider network and patient management activities, medical cost management and reporting, medical economics, provider relations, strategic planning, business expansion, coordination of health care delivery activities, SG&A; management, and P&L; at the regional level. Mr. Terry has also served on the Board of Directors for the California Association of Health Plans and on the Board of Directors for the Integrated Healthcare Association. .

Mr. Terry’s previous experience includes Vice President of Network Services for Blue Cross of California/WellPoint, President & Chief Operations Officer of Adesso Specialty Services, Vice President of Provider Services at TakeCare Health Plan and Senior Consultant with Jurgovan & Blair, Inc. (JBI). He holds a B.A. in Zoology from the University of California, Santa Barbara.

John Wells

Chief Performance Officer

John Wells brings over 20 years of experience in regulatory compliance to Arcadian Health. Prior to joining Arcadian Health, Mr. Wells served as Vice President Strategic Compliance Solutions of Gorman Health Group – a nationally recognized consulting firm that specializes in Medicare Advantage and Prescription Drug plans. Mr. Wells also served as Vice President of Compliance and Regulatory Affairs for Bravo health. His previous experience includes various leadership roles at The TriZetto Group, ConnectiCare, Prudential HealthCare, PCS, Tufts Health Plan and Pilgrim Health Care. Mr. Wells has experience in interpreting requirements, evaluating business practices and providing pragmatic solutions to department teams and organizations.

A native of Massachusetts, John received his Bachelors degree in English from Earlham College, his Masters degree in English from Boston College and his Master of Public Administration from Suffolk University.
